With reference to your Despatch No. 296 of 22nd December, 1899, on the subject of the proposed School at Kowloon, I have the honour to enclose for your consideration copy of a letter from the Inspector of Schools requesting that a Master and Mistress may be procured on the terms which he mentions, of which I approve.
2.
I am prepared to recommend the Legislative Council to vote the sum which may be required to cover the salaries &c., of the lady and gentleman selected, should they arrive before 1st January, 1902, and I concur in the suggestion contained in paragraph 5 of Mr. Irving's letter.
I shall be glad if you will cause the necessary instructions to be given to the Crown Agents.
